Overview

The Bureau of Technology is seeking a Deputy Director, Enterprise Applications to join the team. The Deputy Director, Enterprise Applications is an executive management position responsible for policy development, strategic planning, and operational direction. Consults and assists the Director in overseeing the information technology application full lifecycle, which includes the creation, design, development, support and retirement. Collaborates with various internal and external partners and vendors to plan, organize and administer all activities of the department. Serves as confidential advisor to the Chief Information Officer, Deputy Chief Information Officer, and Director.

        LOCATION

        Key Responsibilities and Duties
        
        
        • Assists and leads in the coordination of application lifecycle management, related policies and management of the staff.
        • Reviews project work plans and prioritizes them for successful completion.
        • Assist in the evaluation of new hardware and software technology, recommending purchase of upgrades and enhancements to existing systems.
        • Prepares budgets and related financial documents.
        • Establishes long and short-term goals and priorities for the department.
        • Reviews employee performance and coordinates plans for training.
        • Responds to and works in conjunction with the proper SMEs to resolve complaints dealing with department personnel or service delivery.
        • Research best practices and recommends effective solutions to meet business requirements and objectives. Creates documentation to support recommendations.
        • Works with confidential and sensitive documents related to County-wide usage of information technology solutions, security matters related to access and maintenance of data management and personnel issues.
        • Assigns and reviews work assignments to staff.
        • Serve as authorized representative in the absence of the Director.
          
          Knowledge, Skills and Abilities
          
          
          • Skilled in information technology application lifecycle management, analysis, design, and tools that can be used to solve business problems.
          • Ability to select the appropriate project delivery method (ex. agile, waterfall, etc.) to meet business needs.
          • Excellent verbal and written communication skills with demonstrated management and supervisory abilities and a proven track record of establishing strong working relationships at all levels within and outside of County government.
          • Knowledge of systems and management strategies related to data storage and retrieval.
          • Ability to plan, direct and coordinate the myriads of operational details and projects within the department and ensure the competent completion of all assigned tasks.
          • Ability to provide strategic leadership, insight, support, and direction to support the unit's mission and goals.
          • Ability to solve complex problems that have long-term impact on the unit and organization.
          • Ability to implement the strategic vision of a department or organization-wide function.
          • Ability to implement plans and objectives and oversee the efficiency and performance of specific processes and operations.
            
            Minimum Qualifications
            --- Bachelor's degree or higher from an accredited college or university and
            --- Four (4) years of experience in application lifecycle management in a managerial capacity or
            --- An equivalent combination of education and experience.
            
            Preferred Qualifications
            --- Six (6) or more years of experience in application lifecycle management.
            --- Four (4) years of previous management or supervisory experience.
            --- Master's degree in computer science or information technology or related field with an information technology systems focus.
            
            Physical Requirements
            
            Sedentary Work
            
            Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

            EMPLOYMENT TERMS
            
            RESIDENCY REQUIREMENT: Pursuant to the Shakman Consent Decree, Supplemental Relief Order, and the Cook County Personnel this position is exempt from the County's career service rules, is at-will and political reasons or factors may be considered when taking any employment action. As an employee in a Shakman Exempt position, if you do not currently live in Cook County, you will have six (6) months from date of hire to establish actual residency within Cook County.
